Place yeast in a small bowl and pour warm water over it. Stir in sugar to dissolve. Let stand 15 minutes.

Add flour to mixing bowl. Add yeast mixture and begin kneading for a few minutes until the dough stops sticking to the sides of the bowl. Add water/flour as needed. Knead for 10 minutes longer.

Cover and let rise for 90 minutes. Punch dough down and let rise another 90 minutes.

Dissolve baking soda in two tsp of water. Knead into dough until elastic.

Roll dough into large rectangle. Rub the top with a small amount of sesame oil and sprinkle with salt and scallion. Roll the dough into a long cylinder and cut into ~2" slices. Allow to rise for 10 minutes or freeze immediately.

To cook, steam for 20 minutes fresh or 30 minutes frozen. Lightly oiling the bottom of the steamer may prevent the bread from sticking.
